Two later toll roads extend the corridor: Medan to Binjai in the west, and Medan to Kualanamu and Tebing Tinggi in the southeast, the latter connecting the port corridor to both the airport and the Trans Sumatra network heading south.

Rail: The Gap in the Chain

This is the section that changes a site-selection model, and it is worth reading carefully. North Sumatra has a genuine rail network. KAI Divre I operates lines from Medan to Binjai, Siantar, Tanjung Balai, Rantau Prapat, and Tebing Tinggi to Lalang, alongside the airport service. The Binjai to Besitang extension is under construction.

The Medan to Belawan line is a different matter. Published route listings for Sumatra’s railways record it as discontinued. The province has rail, and the province has a port, and at present they are not joined for freight in the way an integrated logistics chain requires. That gap has a direct cost. Where rail connects a port to an inland industrial zone, bulk and container volume moves in trainloads at a fraction of road cost per tonne-kilometre. Where it does not, every container makes the journey by truck, and the corridor absorbs the vehicle count, the fuel, the drivers, and the congestion.

Kualanamu is primarily a passenger airport. BPS North Sumatra recorded 205,372 domestic departing passengers in September 2024, against Belawan handling 43,166 tonnes of inter-island loading and 499,301 tonnes of unloading in the same month.

Those two figures describe the division of labour precisely. Air carries people and high-value, time-critical, low-weight cargo. Sea carries everything else, by roughly three orders of magnitude in tonnage. A manufacturer should plan air freight as an exception route for samples, spares and urgent components, not as a working leg of a production supply chain.
