About 840 hectares has been acquired so far, and Belawan Port is 4.7 km away.

Where Sumalacca Industrial Estate Is and Who Develops It
Sumalacca Industrial Estate sits on coastal lowland between the Belawan and Deli rivers in Medan Belawan, North Sumatra, facing the Strait of Malacca. By our published estimate, about 120,000 ships transit the strait each year. The site coordinates are 3°47’24.0″N, 98°44’11.2″E.
We are the estate’s developer, not a broker. SIIPE is owned by Internusa, a Medan property developer since 2004 that entered industrial estates in 2008, and Asia Capital Pte. Ltd., a Singapore private equity firm focused on Southeast Asia. The integrated concept was formulated in 2020.

How Sumalacca Industrial Estate Is Zoned: The Land Use Plan
SIIPE’s masterplan zones 5,600 hectares for industry, a port, commercial space, housing, a clean block and utilities. That area is planned, not held today: about 840 hectares is acquired, and the remaining 4,760 hectares depends on further acquisition and on reclamation, for which the permit is still in process.
The allocations published so far come from SIIPE’s business and land development plan.

We have not yet published allocations for the industrial plots or the port, and will not quote one until the masterplan confirms it. Any figure for either that you find in older materials or third-party articles does not describe Sumalacca Industrial Estate.

What Is Titled Today and What Is Still Planned
Land certification across SIIPE is still in process, so a plot’s current land document matters as much as its location. The breakdown below comes from our 2022 development plan; ask for current figures when you enquire.

What those terms mean for you: Sertifikat Hak Milik (SHM) is a registered ownership title, but under the Basic Agrarian Law (Law No. 5 of 1960) only Indonesian citizens and government-designated bodies can hold it. A District Head Certificate is a local land letter, not a title registered with the National Land Agency. A foreign-invested company (PT PMA) can hold Hak Guna Bangunan (HGB), which under Government Regulation No. 18 of 2021 runs up to 30 years on state land or land under a management right (HPL), extendable by 20 and renewable by 30.
Before you sign a letter of intent at Sumalacca Industrial Estate, ask which component your plot sits in and which document it carries today. SHM land must be converted into a title your company can hold, and District Head Certificate land must be registered first. That sequence, not construction, can set your earliest handover date.
Plot Sizes and Development Phasing
SIIPE has not yet published a fixed block schedule. Plots at Sumalacca Industrial Estate are allocated against each tenant’s requirement, and we take enquiries in four size bands: under 5 Ha, 5 to 20 Ha, 20 to 50 Ha and above 50 Ha. Phasing follows our development roadmap, which sets direction rather than completion dates:
- Short term: develop Sumalacca Township and Sumalacca Industrial Park.
- Medium term: build the port as a logistics hub, initially serving agriculture and fisheries.
- Long term: build a portfolio of power, water and port infrastructure, add a hospitality and tourism area, and replicate the township model elsewhere in Indonesia.
Your timeline decides which land we can realistically offer. If you need a handover within 12 months, say so in your enquiry. Land still being acquired or certified cannot carry a firm handover date.
Utilities, Port and Permits: Current Status
Utilities, the port and permits at SIIPE sit at different stages, so assess each one separately. Treat every item below as planned unless we confirm its status in writing for your plot at Sumalacca Industrial Estate.
Utilities and estate services (planned). The development plan lists a power plant, natural gas, water and wastewater treatment plants, fibre-optic telecoms, drainage and paved roads, plus 24-hour security, a fire brigade and hydrant network, jetty facilities, chemical storage tanks and one-stop licensing support. Port (planned). The Sumalacca Dry & Liquid Bulk Port (SDLBP) is planned as Sumatra’s largest dry and liquid bulk port and its first integrated customs facility, with a -8 to -10 m LWS basin and a 13 nautical mile approach channel. That depth serves Handysize and smaller Supramax vessels, not Capesize, and the port is a medium-term roadmap objective.
Permits (in process). Our KEK and free trade zone application, the reclamation permit and land certification are all in process; SIIPE does not hold KEK status today. The remaining 4,760 hectares depends on further acquisition and on reclamation, and the reclamation permit is still in process. Ask for current availability by component and title type when you submit a land enquiry.
What land title does a tenant receive?
A foreign-invested company (PT PMA) can hold Hak Guna Bangunan (HGB), the right to build, but not Hak Milik. HGB on state land or HPL land runs for up to 30 years, extendable by 20 and renewable by 30. Ask SIIPE to confirm the title structure for a specific plot before you sign.
Does Sumalacca Industrial Estate have KEK status?
No. SIIPE’s application for special economic zone (KEK) or free trade zone status is in process and has not been granted. KEK incentives such as tax holidays are granted by the government, not by an estate, so leave them out of your SIIPE business case until designation is confirmed.
