The Sumalacca Integrated Industrial and Port Estate (SIIPE) is a planned industrial estate, deep seaport and residential township on the Strait of Malacca in Medan Belawan, North Sumatra, 4.7 km from Belawan Port. This page is the reference overview of the project: where the site is, how much land is involved, what the port is designed to handle, which sectors the estate is planned around, and what is still in process.
If you are assessing SIIPE as an investor, a manufacturer or a logistics partner, these are the facts to check before a first call.

What the Sumalacca Integrated Industrial and Port Estate Is
SIIPE combines three things that are usually developed separately: serviced industrial land, a dry and liquid bulk port, and housing for the workforce, all inside one masterplan. The premise is simple. In an archipelago, logistics cost decides how competitive a factory’s output is, and the cheapest kilometre is the one your trucks never drive.
We are the estate’s landowner and developer, not a broker. The project is also positioned as the New Belawan Port, because it sits beside Belawan Port, North Sumatra’s principal seaport, and is designed to keep every industrial plot within 5 km of the estate’s own planned jetty. SIIPE is at an early stage. Building basic infrastructure is one of the project’s current priorities, and none of the port or utility facilities described on this page operates today.
Where SIIPE Is Located
SIIPE sits on coastal lowland between the Belawan and Deli rivers in Medan Belawan, North Sumatra, at 3°47’24.0″N 98°44’11.2″E. The site faces the Strait of Malacca, inside the Golden Triangle formed by Indonesia, Singapore and Malaysia.
That waterway is why the location matters to your supply chain. Vessels over 300 gross tonnes made a record 102,525 transits of the strait in 2025, according to Malaysian Marine Department figures reported by Seatrade Maritime.
Road distance and travel time from the estate to the nearest hubs:
| Destination | Distance | Travel time |
|---|---|---|
| Belawan Port | 4.7 km | 10 minutes |
| Medan Belawan Port | 27.7 km | 60 minutes |
| Kuala Namu International Airport | 38.8 km | 74 minutes |
| Sei Mangkei Economic Zone | 148 km | 188 minutes |
Belawan Port is the nearest operating gateway, and our profile of the Port of Belawan covers its terminals and capacity. The Trans Sumatera toll road and Kuala Namu International Airport connect the area to inland freight and air cargo. Further inland, Sei Mangkei is North Sumatra’s special economic zone for palm oil and rubber processing.
Land Area, Masterplan and Land Title Status
SIIPE’s total planned area is 5,600 hectares. Around 840 hectares, roughly 15 percent, has been acquired so far, and the remaining 4,760 hectares still has to be acquired or reclaimed, so the full area is not under our control today.
The current development phase covers 3,000 hectares, allocated as follows in the masterplan.
| Current-phase component | Planned area |
|---|---|
| Industrial estate | 1,800 ha |
| Deep seaport | 400 ha |
| Residential township | 800 ha |
| Total | 3,000 ha |
SIIPE’s Business and Land Development Plan also sets out four land components and their title status. The 100 ha residential component below is separate from the 800 ha township above.
| Development plan component | Planned area | Title status |
|---|---|---|
| Residential (10,000 houses) | 100 ha | 10 ha SHM; 90 ha to be acquired |
| Commercial (Eco-Green Concept Industrial Business Park) | 384 ha | 25 ha SHM; 359 ha District Head Certificate and new acquisition |
| Clean block | 158 ha | 127 ha available (26 ha SHM); 30 ha District Head Certificate; 69 ha in SHM arrangement |
| Utilities | 198 ha | 68 ha SHM; 130 ha District Head Certificate and new acquisition |
The development plan names PT. Star Internusa (licence) and PT. Kawasan Industri Terpadu Sumatera as the land entities, with hundreds of hectares certified under Right of Ownership Certification (SHM). Certification across the estate is still in process. Our page on Sumalacca Industrial Estate zoning and land title status breaks this down by component.
Raise one point early. SHM can only be held by Indonesian citizens and designated bodies, so a foreign-invested company normally holds its plot under HGB. Ask which title your parcel will carry and when it will be issued, because your lender and your building permit application will both need it. Our guide to land ownership rules for foreign companies explains the mechanism.

The Planned Sumalacca Dry and Liquid Bulk Port
The Sumalacca Dry & Liquid Bulk Port (SDLBP) is the port component of SIIPE, and it is planned, not built. The masterplan allocates it 400 hectares within the current development phase. It is planned to be the largest dry and liquid bulk port in Sumatra and is designed as the region’s first integrated customs facility.
The published specifications of the planned port are:
- Basin depth: -8 to -10 m LWS
- Approach channel: 13 nautical miles, connecting the port to territorial waters in the Strait of Malacca
- Cargo focus: crude palm oil, chemicals, cement and other commodities
- Concept: port, customs and quarantine services brought inside the estate, with a bonded logistics centre, multimodal transport and a smart port system, all planned
Be clear about what that depth serves. A basin of -8 to -10 m LWS suits Handysize and smaller Supramax vessels, not Capesize, and our guide to draft and vessel classes explains why. SIIPE’s port case is a location argument rather than a depth argument: plots masterplanned within 5 km of a berth, on the Strait of Malacca shipping lane.
Berth inventory, vessel length limits and throughput capacity are not yet published, and we will not quote them before the design confirms them. Developing the port as a logistics hub, initially for agriculture and fishery, is a medium-term objective on our roadmap.
Estate Infrastructure and Services
The SIIPE masterplan lists ten estate systems. Each one is planned, and the plan itself states: “Capacities and operational status are not stated in the plan.”
- Water Treatment Plant (WTP) and Wastewater Treatment Plant (WWTP)
- Power plant and natural gas supply
- Fibre-optic internet and telecommunication
- Paving road network
- Security and parking management
- In-house fire brigade and hydrant network
- Jetty facility and chemical storage tanks
The plan also covers area management and 24-hour security, and SIIPE’s offer includes a one-stop solution for licensing and estate management services. None of these utilities operates today, so build utility timing into your own project schedule.
Sectors the Estate Is Planned Around
The SIIPE port and estate are planned around the industries that move the most volume through North Sumatra, grouped into five sectors:
- Crude palm oil and plantation processing: processing and refining plots, served by the planned liquid bulk port
- Chemical and pharmaceutical: planned liquid bulk handling and storage, with power, gas and water utilities planned in-estate
- Cement and dry bulk: mining processing plots and a planned dry bulk berth
- Commodities and manufacturing: food and beverage, fishery, rubber, paper, wood and furniture, textile and electronics
- Logistics and warehousing: warehouse and transportation plots beside the planned port, customs and quarantine services
In full, the estate lists twelve sectors: power plant, gas and water; food and beverage; mining processing; chemical and pharmaceutical; plantation processing; paper; electronics; textile; warehouse and transportation; wood and furniture; rubber; and fishery. If your operation is not on the list, ask us before ruling the estate out.
Foreign Investment, Permits and Labour Costs
SIIPE welcomes 100% foreign investment as an estate position. Your actual ownership limit depends on your business field under Indonesia’s Positive Investment List, set by Presidential Regulation No. 10 of 2021 as amended by Presidential Regulation No. 49 of 2021. Check your sector before you plan the company structure.
Three arrangements for the land still to be acquired are in process, not granted: a Free Trade Zone and special economic zone (KEK) licence, a reclamation licence, and land certification. SIIPE does not hold KEK or free trade zone status, and we will not call the estate a special economic zone until it is one. Tax holidays and similar incentives are granted by the government to qualifying investors, not by an estate. Our guide to special economic zone incentives sets out the conditions.
On labour, SIIPE’s case includes competitive minimum wages for labour-intensive industry. For 2026, the provincial minimum wage is Rp3,228,971 a month. The Governor’s decree sets the regency and city minimum wage at Rp4,335,198 for Medan and Rp4,041,543 for Deli Serdang.
Ownership and Development Roadmap
The Sumalacca Integrated Industrial and Port Estate is owned by Internusa, a Medan property developer since 2004 with a green eco-friendly concept, which entered industrial estates in 2008, and Asia Capital Pte. Ltd., a Singapore private equity firm focused on Southeast Asia. The integrated concept was formulated in 2020 under an economic cooperation agreement. The group’s current project is Kawasan Industri Medan Belawan.
Our development plan rests on three foundations: real estate, infrastructure, and hospitality and tourism. It runs on three horizons:
- Short term: continue developing Sumalacca Township and the Sumalacca Industrial Park
- Medium term: develop the sea port as a logistics hub, initially for agriculture and fishery
- Long term: replicate the integrated township model elsewhere in Indonesia, build a power, water and port infrastructure portfolio, and develop hospitality and tourism inside the estate
These horizons give you the sequence, not the schedule: no completion dates are attached to them yet.
